The last version of macOS for a 2007 MacBook is macOS 10.7.5 Lion. Adobe pdf reader software. Lion was a paid upgrade from 10.6 and I don't recommend 10.7 since it has an unpatched security flaw so it really isn't safe to connect macOS 10.7 Lion to the Internet. 10.6 doesn't have this security vulnerability.
macOS 10.6 (and even 10.7) is so old that you will have trouble browsing the Internet although it is possible using a customized version of Firefox I believe made for older versions of macOS.
Another option would be to install Linux onto the laptop which would give you a current OS and current versions of the common web browsers (Firefox, Chrome, Vivaldi, etc.). I find 4GB of memory is sufficient for online web browsing. If the laptop has 3GB of memory, then Linux may still work, but it will be slow. Kubuntu, Ubuntu-Mate, or Linux Mint should be easy to install on this MacBook and should just work. This option does require you to learn a new and different OS, but the OS and software are all current as opposed to the versions of macOS available for a laptop this old.
